Draft Procedures Updates

On December 6, 2018, the Great Lakes-St. Lawrence River Basin Water Resources Council (Compact Council) adopted updated Guidance as well as Rules of Practice & Procedure, and the Great Lakes St. Lawrence River Water Resources Regional Body (Regional Body) adopted updated Procedures.  On that date, the Compact Council and Regional Body also announced that their Procedures Update Team (Team) would initiate a Phase II of procedures updates. Specifically, the Team was charged with drafting additional updates to the Regional Body Procedures and Compact Council Guidance and Rules of Practice & Procedure for the Regional Body and Compact Council’s consideration. This task includes recommending changes to these documents including potentially drafting new rules for the Compact Council’s consideration. Each member of the Regional Body and Compact Council appointed at least one individual to the joint Team.

The Team has been working to develop its recommendations, and earlier today transmitted to the Regional Body and Compact Council members initial versions of its draft recommendations. The draft available is:

The draft document includes draft changes to the Compact Council Guidance.  Appropriate changes to the corresponding Regional Body Procedures will be made as relevant and appropriate after this public feedback period is complete.

The Procedures Update Team is soliciting feedback from the public on these drafts through June 17, 2020. 

Please note that this is not the formal public comment period that is part of notice and comment rulemaking. Instead, the Procedures Update Team will take into consideration all feedback so received as it develops its final recommendations to the Regional Body and Compact Council. If the Compact Council decides to propose rules, public notice and an opportunity for the public to submit comments to the Compact Council will be provided before any rules are adopted.
