The waters of the Great Lakes-St. Lawrence River Basin are a shared public treasure and the States and Provinces as stewards have a shared duty to protect, conserve and manage these renewable but finite waters. Working cooperatively, the States and Provinces have improved both the collection of water use and the sharing of water use data.
In addition, pursuant to Section 4.3 of the Compact, each State must establish a program for the management and regulation of New or Increased Withdrawals and Consumptive Uses by adopting and implementing measures consistent with the Compact.
Each of the States have fulfilled their commitments to implement a water management program, but to ensure that the States continue to fulfill their commitments, each State must submit an update on their Water Management and Water Conservation and Efficiency Program every five years. Following the submission of these reports, the States and Provinces come together and issue "Declarations of Finding" on whether each State program is consistent with the Compact, and if not what changes to the programs are recommended to attain consistency.
The last set of program reports were submitted in December of 2019, and Declarations of Finding are anticipated to be issued in December of 2020.
